"Further Development and Strengthening of WSPU"
Scout parliamentarians from around the world participated in the 7th WSPU General Assembly to discuss the role of
parliamentarians in supporting youth development and youth empowerment in connection to the Scout Movement.
A few of the plenary session topics included "Character Education and Scouting" and "Building Future Leaders."
The General Assembly elected new members of the WSPU Executive Committee, including its new President,
Hon. Ryu Shionoya of Japan and Vice-Prersidents, Hon. Ewa Thalén Finné of Sweden and Hon. Sutham Phanthusak of Thailand.
Also, the position of Honorary President was added to the Executive Committee for which the outgoing President of
WSPU, Hon. Chung Ui-Hwa was honored with the position
In addition, the General Assembly amended the WSPU Constitution for the first time since its formation in 1991 and
reaffirmed the need to expand its membership and further develop its organization.

"Renewal and revitalization process of WSPU"
It elected new members for the WSPU Executive Committee, as well as its President, Hon. Chung Ui-Hwa and Vice- President
Hon. Shionoya Ryu and Hon. Ewa Thalén Finné.
Scout paliamentarians form around world joined together to discuss and debate the role of paliamentarians in supporting
Youth and the Scout Movement. Amongst the subjects that were broached during this event were alse the; rights of Youth,
Youth paricipation, Equal education and equal access to education for youth and more difficult thematic discussions on
poverty, disease, exploitation and the human trafficking of youth.
The General Assembly also reconfirmed the permanent move of the Secretariat to Korea.
The 5th General Assembly was unfortunately canceled.

Session of 'sharing clutures for more tolerance", "National youth policies serving a culture of peace", "Interreligious
dialogue serving education for peace", "Parlianmentarians can suppprt NSOs" and "WSPU Contribution to the Celebration
of the Centenary of Scouting, 2007."
Participants unanimously endorsed the "Olympic Truce Initaitive", they stressed supporting the scout movement in war
areas and on supporting the efforts of scout organizations in fighting HIV/AIDS and other several diseases.

Resolutions were adopted centering the importance of governments having long term, consensus based National Youth Policies
Hon.Tarek EI Gendy (elected chairman) decided to keep Secretariat in Poland "for the time being"
The 2nd WSPU General Assembly

"Manila Declaration" recognizing the importance of non-formal education for character and citizenship building in young people.
Hon. Kim Chong-Hoh was recognized "Founder and President Emeritus" of WSPU and Prof. Alekasnder Luzcak was elected his successor.
The 1st WSPU General Assembly

"Commitment of Valparaiso" was adopted. It is a statement by which the Parliamentarians engaged themselves in six points program of
action in favor of youth of the World.
