Parliament Officially endorses Celebration of Centenary Anniversary of Ukrainian Scout Movement


On Novebmer 1st 2011, in Kiev, the Parliament of Ukraine (Verkhovna Rada) adopted a resolution named "About the Celebration of 100th Anniversary of Ukranian Scout Movement", initiated by the National Organization of Scouts of Ukraine (NOSU). The decision, which was made by the highest legislative body of Ukraine, will allow celebrations of this important event for Ukrainian Scouting to happen at a state level.

Historical background information:
The extension of scouting at the territory of Ukraine started after the establishment of first boy-scout troops in 1909 in Bakhmut (contemporary Artemivsk, Donetsk region), the Russian Empire, Plast groups at Western part of Ukraine and patrols of young scouts in Kyiv, Odessa, Ekaterynoslav (contemporary Dnipropetrovsk), Aleksandrivsk (Zaporizhzhya), Kharkiv, Zhytomyr in 1911.
The first Scout Oath in Ukrainian language was made in April, 1912, and during this year socut movement spread all over the territory of contemporary Ukraine.

"About the Celebration of 100th Anniversary of Ukrainian Scout Movement"

In 2012, it will be 100 years since the day of the establishment of the Ukrainian Scout Movement. Taking into account the considerable contribution from Scout Organizations to the National Renaissance of Ukraine, in particular patrioric and educational activity for the benefit of Ukrainian people, the Parliament of Ukraine enacts

1. To solemnly celebrate 100th anniversary of Ukrainian Scout Movement at the state level
2. To recommend the Government of Ukraine : to form an organization committee reponsible for the preparation and carrying out of events and activities during the celebration of 100th anniversary of Ukrainian Scout Movement within two weeks from the date of adoption of this Resolution; to work out and adopt a plan of activities of the celebration of 100th anniversary of Ukrainian Scout Movement and the resolve financial and logistical issues concerning the celebration within two weeks from the date of forming of an organization committee.
3. To recommend to the State committee of television and radio of Ukraine: to organize thematic TV and radio programs, dedicated to the activity of Ukrainian scout organizations, to release a documentary movie, and provide media coverage of events, held during the celebration of 100th anniversary of Ukrainian scout movement; to prepare and publish materials about the history of the establishment of scouting in Ukraine.
4. To propose to Ukrainian State enterprise of postal connection "Ukrposhta" to issue a series of stamps, dedicated to 100th anniversary of Ukrainian scout movement.
5. To impose the control over the implementation of this Resolution on the Parliament Committee on Cultural and Spiritual Issues and Parliament Committee on Issues of Family, Youth Policies, Sports and Tourism.
6. This Resolution takes effect since the day of its adoption.

Le Parlement endosse officiellenent la Célébration du Centenaire du Mouvement Scout Ukrainien

Le 1er novembre 2011, à Kiev, le Parlement Ukrainien (Verkhovna Rada) a adopté une résolution nommée "A propos de la célébration du 100e anniversaire du Mouvement Scout Ukrainien", qui fut initlé par I'Organisation Nationale des Scouts d'Ukraine (ONSU). La décision, qui fut prise par la puls haute organe législative d'Ukraine, permettra la célébration de cet événement important pour le Scoutisme Ukrainien de se dérouler au niveau national.

Contexte historique :
L'extension du Scoutisme au territoire de I'Ukraine a commencé après l'établissement des premières troupes de 《boy-scout》 en 1909 à Bakhmut, Empire Russe (la région contemporaine d'Artemivsk, Donetsk), des groups 《Palst》 dans la partie occidentale d'Ukraine et des patrouilles de jeunes scouts à Kiev, Odessa, Ekaterynoslav (Dnipropetrovsk contemporaraine), Aleksandrivk (Zaporizhzhya), Kharkiv, Zhytomyr en 1911.
La première promesse scoute dans la langue Ukraine fut faite en avril 2012, et durant cette année, le Scoutisme se propagea sur tout le territoire de I'Ukraine contemporaine.

En 2012, ce sera 100 ans depuis le jour de la fondation du Mouvement Scout Ukrainien. En prenant compte des contributions importantes des Organisations Scoutes à la renaissance nationale Ukrainenne, en particulier les activités patriotiques et éducatives pour le bénéfice du peuple Ukrainien, le Parlement de I'Ukraine décrète :

1. De solennellement célébrer le 100e anniversaire do Mouvement Scout Ukrainien au niveau national.
2. De recommander au Gouvernement d'Ukraine de former un comité d'organisaton responsable pour la préparation et la mise en place d'événements et d'activités lors de la célébration du 100e anniversaire du Mouvement Scout Ukrainien, dans les deux semaines suivants l'adoption de cette Résolution ; de développer et adopter un plan d'activités pour la célébration du 100e anniversaire du Mouvement Scout Ukrainiien et de résoudre toutes questions financières ou logistiques concernant la célébration dans les deux semaines suivants la date de formation du comité d'organisation.
3. De recommander au comité d'Etat de la télévision et radio d'Ukraine, d'organiser des programmes TV et radio thématiques, dédiés aux activités de I'Organisation Scout Ukrainienne; de prourire un film documentaire et d'offrir une couverture médiatique des événements tenus lors de la célébration du 100e anniversaire du Mouvement Scout Ukrainien; de préparer et publier des informations à propos de l'hestoire de l'établissement du Scoutisme en Ukraine.
4. De proposer à la poste nationale Ukrainienne "Ukrposhta" de préparer l'émissin d'une série de timbres commémorant le 100e anniversaire du Mouvement Scout Ukrainien.
5. D'imposer le contrôle sur l'implémentation de cette Résolution au Comité du Parlement sur les questions culturelles et spirituelles et du Comité du Parlement sur les questions de famille, politique de jeunesse, sport et tourisme.
6. Cette Résolution prend effect dès son adoption.
